How to evaluate the quality of a city? It is actually the same as assessing a person. An individual's character is reflected from various aspects. Laudable development momentum发展势头值得点赞

An article by President Xi Jinping entitled "Promoting Regional Economic Planning Featuring Complementary Advantages and High-Quality Development" was published in the 24th issue of the Qiushi Journal on Dec. 16, 2019. In the article, Zhengzhou was listed as one of the ten regional growth poles featuring high-quality development in China, and granted new strategic positioning and mission.

2019年12月16日出版的第24期《求是》杂志发表国家主席习近平的重要文章《推动形成优势互补高质量发展的区域经济布局》。文中把郑州列为10个国家高质量发展区域增长极城市之一，赋予了新的战略定位和使命担当。

 

 

On Jan. 3, 2020, President Xi Jinping chaired the sixth meeting of the Central Financial and Economic Committee, and clearly stated that the leading role of Zhengzhou as a national central city should be strengthened.

As the capital of a large agricultural province, Zhengzhou rose sharply in recent years, which was obvious to all. According to data from Zhengzhou Statistics Bureau, the regional GDP of Zhengzhou was only RMB2.03 billion in 1978, but it exceeded RMB10 billion in 1990 and RMB100 billion in 2003, and in 2010, Zhengzhou ranked among the top 20 nationwide for the first time by economic aggregate. By the end of 2018, the regional GDP of Zhengzhou surpassed RMB1 trillion and the total population went beyond 10 million. With both economic aggregate and total population hitting a new high, Zhengzhou is playing a more prominent role in regional economy.

作为一个农业大省的省会，郑州近几年的崛起有目共睹。来自郑州市统计局的数据显示，1978年，郑州地区生产总值仅20.3亿元，1990年突破百亿，2003年突破千亿，2010年首次进入城市总量排行榜全国前20。而到2018年年末，郑州地区生产总值破了1万亿元，总人口突破1000万，经济总量和人口总量双双迈上新台阶，在区域经济中的地位越来越凸显。

 

 

On January 2, the first working day of 2020, the first batch of 57 major projects with a total investment of RMB30.9 billion commenced in Zhengzhou. This year, Zhengzhou intends to implement 823 provincial and municipal major projects with a total investment of RMB2.04 trillion and an annual planned investment of RMB424.16 billion.

2020年1月2日，新年第一个工作日，郑州市总投资309亿元的第一批57个重大项目集中开工。今年，郑州拟实施省市重点项目823个，总投资2.04万亿元，年度计划投资4241.6亿元。

Impressive emerging industries新兴产业值得点赞

Manufacturing is the major impetus of industrial growth. In the first three quarters of 2019, Zhengzhou's manufacturing value added saw a year-on-year growth of 7.5%. Among them, the equipment manufacturing increased by 12% comparing with the same period last year.

制造业是支撑工业增长的主要动力。2019年前三季度，郑州制造业增加值同比增长7.5%。其中，装备制造业同比增长12%。

In the meanwhile, new industries in Zhengzhou expedite the growth. The first three quarters of 2019 saw a YOY growth of 11.2%, 9% and 11.5% respectively regarding the value added in high-tech industry, high and new technology industry and strategic emerging industry, and the YOY growth of 22.9% in express delivery volume of 564.97 million packages and of 16.6% in express income of RMB6.15 billion.

与此同时，郑州新兴产业加快增速。2019年前三季度，高技术产业增加值同比增长11.2%;高新技术产业增加值同比增长9%;战略性新兴产业增加值同比增长11.5%;快递业务量完成56497万件，同比增长22.9%;快递业务收入61.5亿元，同比增长16.6%。

Input in innovation keeps increasing. In the first three quarters of 2019, the expenditures for science and technology in Zhengzhou’s fiscal expenditure totaled RMB3.37 billion, a YOY increase of 49.3% and 13.8 percent higher than the same period last year. From January to August, the city’s R&D investment respectively rose by 68.7% and 41% year on year in industry and in service industry above the designated size.

创新投入也不断增加。2019年前三季度，郑州财政支出中的科学技术支出为33.7亿元，同比增长49.3%，比上年同期提高13.8个百分点。仅1月～8月，全市规模以上工业研发费用同比就增长了68.7%，规上服务业研发费用同比增长了41%。

High-profile international events国际赛事值得点赞

On the afternoon of Dec. 15, 2019, CTTA chairman Liu Guoliang led Chinese table tennis athletes including Li Sun, Ma Lin, Wang Hao, Chen Qi, Xu Xin, Liu Shiwen, Lin Gaoyuan, Chen Meng and Sun Yingsha to Zhengzhou to unveil the newly completed "National Ball Game Culture Digital Center", the first of the same kind in China.

2019年12月15日下午，中国乒协主席刘国梁率领李隼、马琳、王皓、陈杞、许昕、刘诗雯、林高远、陈梦、孙颖莎等国乒将士专程来到郑州，为这里刚落成的全国首家“国球文化数字中心”揭牌。

At the Unveiling Ceremony, Liu Guoliang expressed his appreciation of this high-tech and modern "museum of history of Chinese ball games", and shared his comments on the 2019 ITTF World Tour Grand Finals held in Zhengzhou with "six most". He said: "It can be called as the most successful international table tennis competition in the world, featuring the highest bonus, the highest level, the highest platform, the best venue and the best team, and it was achieved in such a short time. During this visit to Zhengzhou for the grand event, we see incredible changes of Zhengzhou. I do believe that all the players of the National Table Tennis Team have felt the zeal and power of table tennis in Central Plains.

Coincidentally, on Dec. 13, 2019, Thomas Weikert, Chairman of ITTF, praised that: "The impression of China used to depend on cities like Beijing and Shanghai for most Europeans. I believe, in the future, many ITTF people would mention Zhengzhou a lot when talking about China. Zhengzhou has excellent table tennis players and remarkable economic and industrial achievements, and showcases unremitting efforts in building a green city. We hope it will play host to more and greater events and activities."

无独有偶，2019年12月13日，国际乒联主席托马斯•维克特也曾惊讶地称赞道：“很多欧洲人谈论中国，印象主要来自北京、上海。相信今后国际乒联的人们谈论中国，一定会对郑州印象深刻。这里不仅有优秀的乒乓球运动员，还有非常好的经济和产业发展成果，以及打造绿色城市的不懈努力。我们希望有更多更好的赛事和活动落户到这里。”

Efficient digital city数字城市值得点赞

By significantly streamlining the government service to reduce the time consumption from hours to minutes and improve the efficiency, Zhengzhou has entered the leading group of digital cities in the country. According to the 2019 Urban Digital Development Index Report published by CSUS National Smart City Joint Lab on Dec. 17, 2019, Hangzhou, Shanghai, Wuhan, Shenzhen, Beijing, Zhengzhou, Guangzhou, Nanjing, Ningbo and Qingdao won the top 10 places in the comprehensive evaluation of 20 sub-indexes and 4 first-level indexes including digital environment, digital government service, digital life and digital ecology.

从“排队几小时”到“办事几分钟”，从“跑断腿磨破嘴”到“一次不用跑”。经过不断努力，郑州步入国内“数字城市”一线阵营。2019年12月17日，中国城市科学研究会智慧城市联合实验室发布了《2019城市数字发展指数报告》，从数字环境、数字政务、数字生活、数字生态等4个一级指标及20个分指标，对各城市作了综合评分，杭州、上海、武汉、深圳、北京、郑州、广州、南京、宁波、青岛等凭借出众的成绩成为前十名。

As shown in the Report, Zhengzhou possesses huge development potentials. Although ranking 6th in overall performance, Zhengzhou takes the second place in term of digital life and even the first place in term of online social security service level in the country.

报告中，郑州显示出了巨大的发展潜力。除了总指数名列第六以外，郑州在数字生活指标上排名全国第二，郑州的社保在线服务水平更是高居全国第一。

2019年10月20日，央视新闻直播间播出《河南郑州：“官方带娃”服务让家长安心上班》消息，点赞郑州这项为民解忧的“暖心工程”。

On Oct. 8, 2019, Zhengdong New District took the lead in Zhengzhou to launch the “lunch delivery” and free “overtime service after class” in 69 public elementary and secondary schools in the region, activating the construction of “good education” in Zhengzhou City.

2019年10月8日，郑东新区在郑州率先启动东区中小学午餐配送、课后延迟服务，实现了辖区内69所公办中小学校内午餐全覆盖、校内课后服务全免费，开启了郑州市“美好教育”建设的新尝试。

The new policy perfectly solves the difficulties in students’ lunch providing and pickup/delivery, eliminating worries of parents and making them settle down in the job. It is called “the warmest policy that benefits the people”.

The roads get clean, the wayside plants and flowers are refreshing, and internet-famous sites are found even at back streets. Zhengzhou’s improvements of this kind owe to the implementation of “road commander mechanism” in a steady way.

During Dec. 2-3, 2019, a delegation of Shanghai urban administration visited Zhengzhou to proactively study and exchange ideas with Zhengzhou City regarding the “road commander mechanism” and urban fine management.

2019年12月2日~3日，上海市城市管理部门代表团来郑州观摩考察。此次上海代表团主动与郑州市对接，就郑州市“路长制”和城市精细化管理工作进行交流。

“We should learn from Zhengzhou urban management departments in regard to their specific work experience in straightening out the system and mechanism as well as city-district linkage during fine management. Zhengzhou has made dramatic changes these years, especially in city appearance and environmental upkeep. Many of its practices are worth learning. Details of some road sections are stunning, including the streetscape creating and convenient services. Next step, we will enhance communication with Zhengzhou to effectuate better urban fine management,” said a relevant officer of Shanghai delegation.

“郑州市城市管理部门在精细化管理工作中理顺体制机制、市区联动等具体工作经验值得借鉴。”上海代表团有关负责人说，“郑州这几年确实变化很大，尤其是市容环境方面，很多做法值得上海学习。一些路段让人眼前一亮，特别是细节的处理，包括街景绿化、便民服务等方面。下一步我们会和郑州加强交流，共同把城市精细化管理做得更好。”

Commendable people’s teacher 人民教师值得点赞

Mao Hengli, president of the No. 4 Primary School Attached to Zhengzhou Middle School, has been teaching for 26 years, and she is strong against physical punishment. At 8:30 on the morning of Dec. 24, 2019, when President Mao was taking a routine inspection tour on campus, she found a timid girl standing outside the No. 6 Classroom, Grade 1 and secretly looking inside the room on her toes. It seemed to be a punishment. However, when President Mao came closer, she found the little girl was “Kele”, daughter of the teacher Wu Huimin who was giving a class in the classroom.

毛恒莉，郑州中学附属第四小学校长，从教26年，坚决反对体罚。2019年12月24日上午8点半，毛校长照常巡楼，看到一年级6班门口好似有孩子被“罚站”。一个怯生生的小女孩儿，正踮着脚往教室里偷偷看。毛校长走近一瞧，才发现这孩子是正在教室里讲课的吴慧敏老师的女儿“小可乐”。

 

 

The fact was, the 4-year-old little “Kele” had a fever but there was no one available to take care of her at home, and to not delay the final review of two Grade-1 classes, Teacher Wu had to take her sick girl to the school. “I told her to wait me at the office, and didn’t think she would come to the classroom to find me,” Teacher Wu added that, this little girl had been ill for two days already and she had planned to ask for leave and take her go to the hospital after class.

原来，4岁的“小可乐”发烧了，家里又没人照顾，为了不耽误两个一年级班期末复习，吴老师只好把生病的孩子带到学校。“我交代她在办公室等我，没想她居然摸到教室门口找我。”据吴老师说，孩子生病两天了，本来计划上完课就请假带她去医院。

Learning the truth, President Mao with eyes filled with tears held the girl up. After all, any sick child would be clinging to mothers. “Outside the door stands the child of her own, inside the door sit the children of other parents…” President Mao posted her feelings and the picture on the internet, evoking emotional sympathy of many people, and even the People’s Daily reposted it via APP.
