On December 18, 2019, Doing Business 2020 (China) was released at the Seminar on Business Facilitation & Press Conference on Doing Business 2020 (China) held by Zhejiang University. The report is the first by a third party to evaluate 31 provincial-level administrative regions and 43 major cities based on the world bank's assessment criteria for doing business. Zhengzhou ranks among the top 20 major cities in terms of ease of doing business, according to the report.
2019年12月18日，在浙江大学举行的优化营商环境研讨会暨2020年中国营商环境评价研究报告发布会上，发布了《2020年中国营商环境评价研究报告》。该《报告》是第三方研究机构首次以世界银行营商环境评价标准为基础作出的研究成果，对全国31个省级行政区、43个主要城市开展评价。《报告》显示，在主要城市营商环境便利度方面，郑州位列前20。

On December 4, the Implementation Measures of Zhengzhou for Supporting the Development of Headquarters Enterprises was officially unveiled, clarifying the conditions for the recognition of headquarters enterprises, policies on awards and subsidies and service measures. Headquarters enterprises settled in Zhengzhou will be awarded a maximum of 20 million yuan. This means that powerful multinational companies settled in Zhengzhou will receive a "spree".
这是郑州近两年不断优化营商环境所取得的成绩。2018年6月，郑州对外商投资企业设立的商务备案与工商登记“一套表格、一口办理”网络平台开通实施，为外资企业进入郑州降低了第一道门槛。今年以来，郑州又密集出台10余个文件以优化营商环境。12月4日，《郑州市支持总部企业发展实施办法》正式亮相，明确了总部企业认定条件、奖补政策和服务措施，其中，落户郑州的总部企业最高奖励2000万元。这意味着，实力雄厚的跨国大公司落户郑州将收到“超值大礼包”。
Statistics from the Zhengzhou Municipal Bureau of Commerce show that as of early December, 131 of the world's top 500 enterprises (77 overseas and 54 domestic) had settled in Zhengzhou. According to the data from Zhengzhou Finance Bureau, since the promulgation of the Interim Measures for Accelerating the Incentive mechanism of Headquarters' Economic Development in Zhengzhou City in 2017, Zhengzhou City has carried out the identification of headquarters enterprises for two consecutive years, with a total of 37 headquarters enterprises identified, and 60,019,900 yuan of awards and subsidies put in place.

The contractual foreign investment was US $ 344.71 million, up 105.6 percent over the same period. On July 16, Summit Auto Parts Co., LTD., a joint venture between Sumitomo Corporation and Henan Zhongxin Group, was licensed in Zhengzhou Area of China (Henan) Pilot Free Trade Zone. It is reported that the company will set up headquarters in Zhengzhou based on the construction of auto parts supply chain platform.
7月16日，世界500强企业日本住友和河南中鑫集团合资成立的速美特汽车配件有限公司，在河南自贸试验区郑州片区拿到了营业执照。据悉，速美特将以汽车零配件供应链平台建设为切入口，在郑州设立总部。
On October 8, Liberty Insurance (Henan) officially registered in Zhengzhou Area of China (Henan) Pilot Free Trade Zone. U.S. Liberty Insurance is the fifth largest international property insurance company in the world, ranking the 278th in the Fortune Global 500 in 2019.

On December 18, Henan 3-1 Convenience Store Chain Co., LTD., a wholly-owned subsidiary of Sanquan Food Co., Ltd. entered into an agreement with 7-eleven, a global convenience store giant, obtaining the exclusive franchise of 7-eleven in Henan Province. UCHIDASHINJI, chairman of 7-eleven (China), said that Zhengzhou was a promising ancient capital, and 7-11 was very optimistic about the Central Plains market. Chen Nan, chairman of Sanquan Food Co., Ltd., said that Sanquan, in combination with 7-eleven, had introduced one of the world's top 500 convenience store brands into Zhengzhou, which was to build a life circle within 500 meters, and pass the concept of healthy life to more consumers based on the market demand.
